Person collecting it was not TSA (on-duty, anyway). I assume it was quasi-legit since they were allowed to be there. As for how money is used, I don't know, but I gave them a dollar. For a dollar, I'd rather err on side of generosity than not.

Technically correct. Doubtful anybody is going to actually do anything. The law is intended to avoid any impression of impartiality in the screening process, so this is rather unique.

It is illegal and punishable by a rather hefty fine if you “tip” a TSA agent. Whoever is collecting is facing 5 years & 50k in fines. However, I suspect under the circumstances there’s little practical application and nobody is getting in any trouble. Sad sign of the times.
