Honest question: what's the magic distinction that explains the difference between these two graphs? First is clearly "omg Obama wasn't spending" but second seems like things were basically kept stable from 2001-2017?pic.twitter.com/UVFRwr6Gk4
(I am assuming it lies somewhere in the "Homeland Defense... appropriations" vs. "Total Obligation Authority" budgetary distinction, which is unclear to me..)

That is how I read the difference. Obama prioritised regional and European missile defence to address the existing threats. The DPRKs successful satellite launch in Dec 2012 did drive the Pentagon to request additional GBIs - the expenditure probably does not show up until later.
