But a quick question. Do you think the North Koreans have the same capability as the Russians to wipe us out. I am assuming you don't, if you are commenting about and article recommending lying on the floor, and staying in a house as a method of survival of a nuclear war.
The North Koreans do not have the same nuclear capacity as the Russians, no. Our discussions of Civil Defense are related to the possibility of a North Korean sort of attack (a relatively small number of kiloton-range detonations), or a nuclear terrorist attack (single weapon).
