I laughed, I cried
It's DARPA's mission to go far beyond what can be done today. Back in the day, I pitched a project to them. Sounds like they are totally taken with AI and maybe far too impressed with Silicon Valley. Anyhow, my project didn't get funded, but what they were doing made more sense.
I actually think the government should make high-risk bets. I'm not sure that the corpus of academic IR has much to say about how the world works.

I think AI is largely garbage, and I'm sorry so many resources are going into it.
And yes - reading academic IR is not the first task I would put to it.
@sfiscience, for a while, was trying to bring IR together with its complexity approaches.

That it was an odd project seems kind of obvious. What was interesting to me is that it was strange on several very distinctly different levels — seemed like several misunderstandings were required to take place simultaneously to get such a thing funded. But what do I know.
