My first thought was an argument that everyone should have the right to nuclear arms. Reaching for something less obvious, I'm thinking it might have something to do with the clause on "the security of a free State."
It has one argument I find amusing, and I like to ask people to try and guess the logic of it: "Nuclear weapons violate the 2nd Amendment."

It's actually (and I'm not joking or exaggerating) that the 2nd Amendment is about letting citizens defending themselves from a tyrannical gov't (!) and if the gov't has nukes then they can't do that (!!) and thus the gov't needs to get rid of all nukes (!!!). QED
