Re: "leaking often ok": Ellsberg explicitly thinks today that his biggest failure with the PP leak was not convincing more people that this was so. That is, that people in positions of power have a moral responsibility to consider defying secrecy if it is in the public good.
Which is just to say, I think he would go with #2, FWIW. He would not argue it was a unique circumstance — he would say that it is an all-too-common circumstance and the fact that leaking on that level is still relatively uncommon is a problem.
