I always liked John Casti's three-tiered definition of "science". Except for the first definition, all the other definitions are 'political' in some sense. I don't think you can neatly cut #1 out of the influence of the others. This is a longer discussion though — "what is a fact?" is a fascinating question to take seriously. They don't just hang in the air outside of time: they require human interaction to make and sustain.
