Groves was far from an intellectual slouch himself, just coming out of leading the construction of the world's largest building for years, the Pentagon. It appears there was a turf control battle going on, to drive the scientists to try to insult his intellect.

Keep in mind that Groves' command structure of management made the entire Manhattan Project possible. The science and engineering components would not have accomplished their goals without highly complicated structure and massive resources reassiged and directed by Groves.
