What about the iron law of oligarchy, where the upper crust controls both wealth & government? I suppose the type of govt. would be a 1st consideration. Take an autocratic regime of very rich & cruel people who might use the law as a coercive tool against the populace/rivals

as opposed to a more democratic-but still oligarchic-regime where UBI can actually take if there's enough pressure for it. We might also want to consider how wealth is currently generated, and why UBI got popular among intellectuals.
