Like, I don’t actually think most NIMBYs are acting in bad faith. It’s genuinely not that easy to evaluate the evidence that they’re accelerating the social damage they think they’re preventing

Generally under conditions of uncertainty I think people should favor action over inaction to correct for a human tendency toward risk aversion... but this is maybe only really applicable when tight feedback loops exist. A problem with a lot of activism is a lack of fast feedback

in the stock market it often pays off to stay put (doing nothing can be the psychologically most taxing behavior). I do agree that overcoming inertia should get you ahead most of the time
