This was part of the grand compromise the founders struck. Smaller and less populous states didn't want to always be outvoted by larger or more urban ones. The House is for representation by population levels, but the Senate was designed for precisely this.

I'm aware. Open Q is whether the arguably extreme situation we're currently in —where 7/10 Senators represent a third of the population, and 1/10 Senators represents a different third — is justified by this reasoning.
