Maybe it does kill fewer people, but it also takes away the feeling of being in control of whether you'll be the one in a crash. Historically, we're bad at implementation of things that take away control, so if you want fewer people at risk, deal with that, first.
I actually do think token features that actually give little (potentially harmful) control relative to their function in creating the *appearance* of control will probably be a big part of the pitch that wins
