Insofar as a "school" is just a building full of children, adults with different kinds of knowledge, and lots of different books and objects to manipulate, school's not such a bad idea. We just really, really managed to bungle it.
There's another issue with kids under 4 or so -- there are some really good reasons to think it's not developmentally appropriate for them to spend most of the day separated from their primary caregivers. Subbing in strangers is sometimes necessary, but it's not the gold standard
