What is my vote supposed to express: (1) My own selfish preferences, or (2) My guess at what would best satisfy the nation's preferences?

Talking about preferences re: politics gets weird, because policy prefs =/= outcome prefs unless you're actually correct about them
Like, I would vote for UBI over minimum wage, which many people with the same outcome preferences as mine would be unsatisfied with
