The incredible thing about this tweet is that it would've carried ~80% less cringe if it had just said, "yo, city revenues are down because 2020 is absolutely insane, we need you to pay fines and we'll give you a break if you do it NOW."

You just know someone in the office was like, no, we can spin this, it's YOU paying THEM. And everyone in the room reacted to this as though it were utterly brilliant, and not the stupidest thing anyone within 200 miles had ever heard
