For what it's worth, I've been diagnosed with both depression and anxiety in years past. I've experienced extreme financial insecurity and depended on friends for a roof over my head. I've never threatened physical harm to anyone. That's not how this works.

We already make room for people whose mental illness is so severe and judgment-warping that they cannot determine right from wrong or understand the consequences of their actions. That's the appropriate standard. What's happened to us?

I think the logic ran in the other direction. "We keep arresting poor/homeless/black/addicted/messed-up people for misdemeanors. It's aesthetically inconvenient for us. What blanket excuse would allow us to let them go free? How about {poverty, addiction, mental illness}?"
