The problem is that the Cambridge Analytica story effectively convinced the American public that "personal data" (*waves hands*) could be and IS used to scalably brainwash individuals. Very few people actually have any model of how this is supposed to work

sure and that’s part of adverse selection - pubiic education is one thing, but we have market mechanisms in other industries (the canonical example being car warranties) that give the user confidence

I guess if Uber uses your email address to email you a list of arguments for why you should vote to soften regulations affecting Uber, sure, it's using your user data to advertise to you. But this doesn't exactly max out the scare factor, people understand what a fucking email is
