Conversely, I would guess most of those don’t store your credit card info. Lyft uses Stripe and Uber uses Braintree, so they’re unlikely to be storing actual full card numbers.

Even if ineptly put, isn't the complaint that they legitimately have this info, but are using it for another purpose than it was collected for? That's one of the more clear-headed parts of GDPR, you can only ever use PII for the purpose it was collected for.
