They could have shot him one time instead of seven. Or they could have grabbed him and thrown him down. Probably didn't need to have him handcuffed to the hospital bed as he's fighting to stay alive.
The number of shots fired may have been excessive, but now that I understand better how firearms work and vary it's pretty clear to me that someone who is shot is not necessarily someone who won't continue doing what they're doing.
Yeah, people who aren't around firearms and watch a lot of action shows and might think that one "shot" stops someone right away. Not true at all. Adrenaline can keep someone going for a short time, and in those seconds Jacob could have easily attacked someone else. 1/2
