One might also point out the absolute absurdity of believing that a restraining order is going to stop someone from entering a neighborhood where they're already perfectly comfortable selling meth in public

If it does become a problem I think the dealers would just hire kids under 18 to distribute/run so they’re out of the picture...oversimplified, yes but seems logical to avoid liability.

In Breed/SFPD's defense, this seems to be a way to bypass the DA instead of a general answer. They're already arresting these people, so "drugs get seized and you lose money" might deter people who are used to getting charges dropped.
