Yeah, I was harassed by town officials in March for wearing my N95 (from my permanent stockpile) in to vote. And they were using CDC as their "authority".

I remember being shown 100 videos on how and how long to wash your hands but was never shown a video on how to wear a mask, just told not to bother. all I got was a single graphic from the CDC telling me facial hair is bad.

I think you just had to know where to look. If you had looked at CDC guidelines for healthcare workers, there was an abundance of information (e.g. qualitative fitment test).
