Bad analogy. Arson is, by definition, an enacted attack. It’s not just carrying fire-making tools. A rifle can be carried without being brandished, much less fired.
Rifle-carrying does concern me, less because criminal crazies do it and more because it generates massive reactivity in other crazies which generates yet more volatility in really dangerous crowd situations. But I agree that it's an entirely different category of concern.
