My back-of-the-napkin hypothesis is that it's related to the fact that most modern jobs are not physically demanding and so most men get too little exercise. Studies show exercise causes temporary bumps in T levels but I don't know if there's any evidence of long term effects.

The decrease in testosterone has been significant in just the past few decades, so I'm inclined to believe it's related to technology generating so many information worker jobs, and making sedentary lifestyles so easy and comfortable over the last 30 years.
