When police disappears, gangs take over. This has happened over and over in Brazil. We've seen large regions taken over by drug dealers or even militias (sometimes former cops) that form parallel states and extort their local residents.
Hm... across everywhere I've lived, theres been an inverse correlation between the quality of the police and my desire to have them around. Towns with shitty, violent cops usually hire them from among shitty, violent non-cops...
(I'm still an overall "less" vote, though. Even in the high-crime areas, police presence didnt seem to achieve much.)
