After decades of declining entrepreneurship, an entire generation just watched small businesses gored en masse by governance that couldn't even manage their own obligations well enough to make it matter. And nobody cares! The kids are going to want safe jobs at big companies.

Isn't the Straussian reading of this that, on the margin, market openings for small businesses will be getting better due to lower uptake?
The new constraint is the apparent willingness of most city governments to mandate long-term closures. Single-establishment low-margin businesses are much harder to justify under these conditions
