As someone who was the victim of genuine, prosecutable cyberstalking, I am extremely not OK with assholes making these claims to prop up their stupid tweetwars. Mean tweets are not stalking, and you should count yourself lucky if you lack the experience to know the difference.
If someone is actually stalking you, trust me, you will not be inclined to try to force them to have a conversation with you or to retaliate in any fashion. It's a fucking terrifying situation.

I can't imagine. I had 1 Psycho attempt to doxx me and make some fake threats and accusations. It actually affected my sleep for days. Even though I knew it was all hot air. The real deal must be 100x worse.
