we've already had a pandemic and several weeks of total social breakdown, if it's cool with everyone I'd like to not spend the remainder of the year mistaking every possible iteration of a rope with a loop at the end for a murder weapon

It looks like a noose to me; I have no idea what size it is or whether the knot is stationary. I assume it is, since it's been used as a garage door pull for 9 months and would presumably have tightened if it were a slip knot.
Despite going unnoticed for the better part of a year, it's certainly more concerning than the homemade TRX equipment in Oakland, or the tow rope someone recently snapped, both of which caused a moral panic despite just being ropes with loops on the end.pic.twitter.com/MYM3swCX1S
