(There may or may not be institutions that have figured out how to utilize the cap exemption and special treatment in the legal process to drive wages down — this is something I hear — but this is far afield from the experience of for-profit & most non-profit employers)

Hey, I'm on H1B. It's not worth the hassle because of how the system is setup (not great). It's complicated, difficult and has high uncertainty. Compare that with other visa classes (ie. TN), you can show up at border and get approved. Can do papers yourself. IOW, fix the system
