w/ a police department, I can file an allegation of rape, get an investigation, and go to the court to obtain a restraining order. At the very least, this puts the suspect on notice, and creates evidence if he approaches female again. w/o police, we will have much more rape.

Most rapes are ignored by police. 40% of police are domestic abusers. I have been advised by people with serious experience along these lines to seek help from organized crime if you have an actual serious sexual violence issue that you need dealt with.
