The cited 2018 MPD white paper claims: > ExDs suspects pose a potentially lethal threat to law enforcement > there are documented cases of ExDS deaths with minimal restraint, e.g. handcuffs > it is very difficult to show whether positional asphyxia contributed to an ExDS death
"[An ExDS case] has the potential for intense public scrutiny coupled with the expectation of a perfect outcome. Anything less creates a situation of potential public outrage. Unfortunately, this dangerous medical situation makes perfect outcomes difficult in many circumstances."
This isn't Chauvin's defense. This is a paper released in 2018, citing task force findings from 2009. This is absolutely going to introduce the possibility — if not probability — of reasonable doubt.
