What they need is an arcology. Hydro-/aeroponics, algae cultures, LED light augmentation. Aquaculture in the basement. Ask NASA and space colonization enthusiasts for advice. If they feel more transhumanist, they can try to figure out how to make humans subsist on electricity.

Alternatively, if they like steampunk: coal plus steam. I'm not a chemist, but the water gas reaction looks like it should be able to produce e.g. formaldehyde or methanol, which can then be processed into something that a yeast will ferment into some simple sugars.

I have grown grass on concrete before (Literally, ~inch-thick sod, hosed it down 3x a day, moved it off the concrete a month later to fix some emergent holes in the fairways). I don't think that works with 6-foot-high tomato plants.
