In Chicago it's a clear lack of authority. You can even listen to alderman try to push the Mayor on it. Or the looters and rioters claiming "they can't do shit". What they mean is "they won't do shit".

Yeah, progressive city leadership is absolutely collapsing in several major metro areas simultaneously. The semi-public struggle sessions and the palpable fear of mob reprisals are not leaving many with the sense that these are stable places to start businesses or raise families.
