I'm glad that you can't relate to being bullied in this fashion, that you presumably don't know anyone who harmed themselves as the result of people who are cruel for no apparent reason, but this behavior isn't accidental. It's purposeful. And it deserves calling out.

I don't care about the features of the target. Presumably you understand that as someone in tech, plenty of people feel like they can say absolutely anything to you and it won't matter because your position is so privileged. It does matter. You don't deserve it. Nobody does.

I've lost two people to suicide. It doesn't happen in a vacuum. Maybe you're friends w/ Steph, or you work with her, or you just want her to like you. You have your reasons for making excuses for her. But her behavior is costly, and I'm not sorry for not beating around the bush.

For my part, I really do think someone who revels in constantly being mean does want to see how much damage they can do to other people. Otherwise, there are a thousand other ways of being that make for a happier and more successful life.

For most people, Steph is just one more person saying terrible things for no apparent reason and getting attention for it because she's cute and young. But eventually she'll do this to someone who's teetering on the edge, and I think she's smart enough to know that's coming.

There's room for a bit of jabbing, snark can have its place, but being pointlessly mean is just that. Steph is a bully. Her entire twitter schtick is just being a bully. I genuinely think you should examine why you believe this is an acceptable way to be.
