Everyone's mileage may vary. One of my kids is only taking French because they have to, the other one is up to sixth year French and is hoping for a job that will use their French language skill. My bass player is not going to forget how to play bass. 
Yes, and there are NY families with a second earner making less than $24k/year while the state spends ~$24k/year on "education" for their child who is slowly falling through the cracks in the system. I'm looking at this and asking why we tolerate it.

We underfund schools, especially schools with high concentrations of poor/Black/Brown kids. That's what we shouldn't tolerate.
