So what drives this? High cost for special needs students? Bureaucracy? Real estate costs?

From my observation and experience in state dept of Ed, gov't thinks that they need to treat every student and every school "equally"*. Builds inefficiency and waste, especially when every administration changes goals/measures of success. *definition of equal changes constantly.

Varies a lot by district & by state. Utah, Idaho, Oklahoma each spend ~1/3 what NY does per pupil. National average is about 1/2 ($12.6k/student).
