Note that city-business interactions are part of a public iterated prisoner's dilemma. For better or worse, this *will* be part of the conversation other companies — especially those with hard-to-move physical capital — will have when they consider move to or staying in the SFBA.
Arguably it’s possible to conceive some circumstances where a law is morally unjust and a corporation would be justified in acting like an individual, flouting the law as an act of civil disobedience in order to get it changed.
But reopening a for-profit plant — and potentially endangering workers — for the sole purpose of making money isn’t a situation where morality should trump the law.
