Let's imagine a state ballot initiative requiring that X% of the UC student body be comprised of the top Y% of CA HS students. I think an interesting Q is, what values of {X, Y} could lead to majority support and passage?

Haven't studied the issue in depth but I'd pick X = 65% or 75%, and Y = 20 or 30% or so, at least right now.

I think some original thinking around testing is warented no? Maybe keep the SAT but augment with your own test would be a good balance. Universities should have an identity/draw beyond how any one individual scores on the SAT. It's not infallible.

They have never based admissions solely on SAT scores. This issue is that they will do away with SAT scores, so no one will know exactly how smart/dumb the entering class is compared to the applicant pool, or to other colleges, or to prior years. Recipe for poor admissions
