As a thought experiment, what would it take to build housing in the Presidio today? There would be environmental impact studies, hearings by various agencies, lawsuits from various interest groups, design reviews… Back in 1906 a general could just order troops to build stuff.

One of the great things about competitive elections is that the mutual disrespect of parties for each others’ taboos and shibboleths means that each has to at least try to constrain theirs to shouting distance of reality. Absent that check, the weeds grow high.
