This is not a well-sourced article. The powers-that-be have been crying wolf long enough that we need to see a wolf. Not an anonymous anecdotal evidence of a wolf.

Joe since thee whole pandemic started I've been seeing increasing homeless encampments. Closing of shelters doesn't explain all of it. Just from a human perspective, if you were homeless why would you not find a way to move to a city where these things are promised?

Yeah I understand that not everybody is moving but we cannot discount the possibility that many are in fact moving.

Of course the possibility exists. But this is anecdotal evidence — anonymous, at that. Basing policy on such thin info would be irresponsible. If hard numbers exist we need to see them. Otherwise they're not there.

And there are many possible explanations for the greater visibility of homelessness in certain parts of the city. This is just one.

BTW I find it dubious that homeless people would come to SF *because* they expected to get hotel rooms — when every article and press conference underlines how much trouble that initiative is having.

Most places aren't offering anything remotely like this. The chance of a free private room with three square meals delivered is not low, it's zero. The weather is mild, services are quite strong, there's time to wait. Try to put yourself in the shoes of someone in this situation.
