I would think closing the shelters on March 23 and people being scared of congregate settings could be a more likely explanation than an influx of homeless people beating a path to camp on our sidewalks.

As well-worn as the "magnet theory" is, so is the city's own data consistently debunking it. Doesn't mean it *can't* be happening now. But I won't believe it until Breed backs it up with evidence. Burden of proof is on her.

Joe since thee whole pandemic started I've been seeing increasing homeless encampments. Closing of shelters doesn't explain all of it. Just from a human perspective, if you were homeless why would you not find a way to move to a city where these things are promised?

Of course the possibility exists. But this is anecdotal evidence — anonymous, at that. Basing policy on such thin info would be irresponsible. If hard numbers exist we need to see them. Otherwise they're not there.

BTW I find it dubious that homeless people would come to SF *because* they expected to get hotel rooms — when every article and press conference underlines how much trouble that initiative is having.

Most places aren't offering anything remotely like this. The chance of a free private room with three square meals delivered is not low, it's zero. The weather is mild, services are quite strong, there's time to wait. Try to put yourself in the shoes of someone in this situation.

They just don't think it through. What happens when a 65-year-old with diabetes comes from Stockton, attempts to enter the system, and is turned away? What are the mayor's incentives, what are the media's incentives, what are that individual's incentives?
