There's absolutely no point in blaming anyone in a position that vulnerable for going someplace that seems to be offering a lot of really great free stuff on top of a mild climate and proximity to money. It's on the city government to set the rules and manage expectations.

SF has a massive native homeless population due to housing affordability problems. The vast majority of homeless people in any given city originally had homes in that city. Homeless people rarely have the resources to travel and I've never seen evidence that they travel much.
