I know we're not supposed to say it out loud because the virus might be listening but it is actually very very very not-constitutional for the mayor to make having a friend over a crime

The 1790s case is interesting, but I think if anyone with skin in the game really thought they could hang a hat on it enforcement would look very different from how it looks now

Restricting someone under quarantine to a ship, a state, or a country, differs tremendously from full house arrest. All previous quarantines permitted the free movement of healthy ppl w/in their community. Home confinement of the sick (ppl w/ symptoms) makes sense.
