I know we're not supposed to say it out loud because the virus might be listening but it is actually very very very not-constitutional for the mayor to make having a friend over a crime

examples here all seem concerned principally with travel between regions, not the question of whether or not i can assemble peacefully outside, let alone the question of whether or not i can have a friend over.
Free travel/standard quarantine restrictions are also a big deal, but confining citizens to their homes with the exception of a few approved activities amounts to house arrest without due process. I think we're seeing very few citations for fear of serious future settlements

Consider the exceptionally high bar for e.g. long-term involuntary psychiatric holds vs. the high-but-much-lower bar for 72-hour evaluation holds. And now consider that healthy people willing to subject themselves to testing are suddenly under blanket home confinement.

It's just painful that all of this could be avoided with rapidly scaled testing. Sure, the progressive/liberal states got ahead of the problem with earlier and more extreme lockdowns, but infringing on civil liberties is the only outcome without vast amounts of new data inputs.
