My very strong suspicion from elsewhere in California is that the west coast game plan is going to be to pass the buck until people have already made it clear that they want greater openness. Politicians and plans are likely to be lagging indicators, not leaders.

That would follow the pattern. Big tech and individuals backing out of things like SXSW was a major precursor to the various government moves to shut things down.
