It does, it just tends to be a lot cheaper to buy out institutions that aren't trying to be profitable. I'd bet that it's easier to get access to university chemistry projects with significant national security implications than it is to get the recipe for coke
Now more than ever, we need an "adult disclosure" button. Get the actual information that firsthand agencies have. [Not the spin that has proven necessary given the historical panics] Obviously, a quick NDA and no-sue clause would be necessary [smh] but whatever...pragmatism.
