      I haven't looked into it but I assume it's one of those situations where a missing axiom means a very weird bullet begs to be bitten Like, the state can intervene when a parent is abusive, ergo it must actually be the state that allocates children to parents

          I interpreted 'confers legal parenthood' to mean like during adoption, the state confers legal parenthood. But the keyword there is legal. Even in a stateless society, parenthood could be transferred through a contract between two parties. This guy hasn't read his Hobbes.

          I think he means in a legal sense - the legal rights of parenthood are given by the state. This is true even if there are other moral reasons for parental rights (ie North Korea probably gives far less parental rights vs Iran which I imagine gives more).

          The second part of his argument (that states therefore have to be the ultimate safeguard of child rights) probably comes from the moral responsibility for giving that right. As children have few rights vs their parents until 18 *because* of the state - they must guarantee safety

          i tried to look for an explanation and couldn't find it. it's useful to be skeptical because the video clip cuts off right after the inflamatory statement and is presented by a antagonistic source. does anyone know if the professor clarified this statement anywhere?

          No that's actually true. In modern countries all children are seized by the State and parents are enslaved to care for them. The State can revoke them at any time but on the parent side options are strictly limited.
