Taken at face value, "grow what's working" and "fix what's broken" are both perfectly sensible. What it comes down to, I think, is whether or not you believe that increasing resources tends to ameliorate systemic problems rather than just obscuring them

To put a finer point on it: if you can effectively deploy cash or labor to fix broken institutions that have already scaled, it clearly makes sense to do that — scaling is hard. If you can't, well... a trashfire can presumably burn infinite cash

Sometimes it can be hard to discern a difference in values from a difference in strategic intuitions, and I think this is a common instance of the latter that's easily missed
