Effects: 1. Delivery services need to charge end customers more to cover their costs 2. Fewer orders due to higher costs 3. Delivery executives lose jobs? 4. Restaurants make less money than they would have if Government hadn't meddled Any other major consequence you foresee?

If this isn’t only applied to small business it makes ordering from chains with larger balance sheets more attractive (new lower fees) vs.(already existing zero fees for local biz)

This is unacceptable. SF led the way into the economic shutdown, and now it needs to lead the way out. The economy is an organism, and it can't be indefinitely deprived of its lifeblood -- commerce. If we do not open it back up soon, there will be nothing to return to.
