I don't see anyone not wearing a mask at all in that video, which suggests to me that they're required to have one. But nobody is forcing them to wear it properly, so they're doing that thing people do when they're given an order by someone who doesn't really care
Question remains whether these people read the NYTimes*.
(*=Doubtful in any case, as this shocking event transpired in Belgium.)I guarantee you, the second someone says "you'll be removed from the queue if we see you wearing your mask improperly," the majority will know or be able to guess what that means and the rest will be looking around and copying

Well, only found a few recent pictures from Austria, where it's mandatory (for going to the grocery store), but in all of them, people were wearing them correctly, so ... very probably yes. :-)pic.twitter.com/Pf71zDen0x
