I guarantee you, the second someone says "you'll be removed from the queue if we see you wearing your mask improperly," the majority will know or be able to guess what that means and the rest will be looking around and copying

Only a few European countries where face masks are mandatory, but the rest is expected to follow suit soon (when they become available). My guess would be that people who wear them voluntarily do take the whole business seriously, others may be forced by an employer, spouse, ...
There are very few people of working age that have cognitive deficits so significant that they think the proper way to wear a face mask is by stuffing it down over their chin, under their lips. If you see that, you're seeing noncompliance, not ignorance.
